- ½ cup vegetable oil

- 3 ½ cups powdered sugar
- ½ cup unsweetened cocoa powder
- 1 teaspoon vanilla extract
- ¼ cup whole milk (or more for desired consistency)
Instructions
- Preheat your oven to 350°F (175°C).
- In a large mixing bowl, whisk together the dry ingredients: flour, sugar, cocoa powder, baking powder, baking soda, and salt until well combined.
- Add the wet ingredients: eggs, milk, vegetable oil, and vanilla extract. Mix on medium speed until smooth, about 2-3 minutes.
- Carefully stir in the boiling water until the batter is thin and well combined. If using, fold in the chocolate chips.
- Grease and flour two 9-inch round cake pans, or line the bottoms with parchment paper.
- Evenly divide the batter between the two prepared pans.
- Bake in the preheated oven for 30-35 minutes. Check for doneness by inserting a toothpick into the center; it should come out clean or with a few moist crumbs.
- Let the cakes cool in the pans for about 10 minutes, then turn them out onto a wire rack to cool completely.
- In a large mixing bowl, beat the softened butter with a hand mixer until creamy, about 2 minutes.
- Gradually add the powdered sugar and cocoa powder, mixing on low speed until combined, then increase to medium speed.
- Add the vanilla extract and ¼ cup of whole milk. Beat on high speed for 2-3 minutes until the frosting is light and fluffy. Adjust the consistency with more milk if needed.
- Once the cakes are completely cool, place one layer on a serving plate. Spread a layer of frosting on top.
- Place the second layer on top and frost the top and sides of the cake.
